Reworks the /pulls page into a two-column layout with a left summary rail and grouped pull request sections that better match the overview page. Adds icons, sticky group headers with scroll-state shadows, disabled styling for empty groups, and non-clickable metric cards when a group has no pulls. Updates the pull request row component to use the shared cn() utility for conditional classes.
