Use doxygen to keep config options updated

Doxygen groups can be used to create a separate page which will display anything specified by a \ingroup command. I think this would be a good way to keep our documentation updated about the available config file options and their syntax.

recently pushed to develop branch with doxygen group created and a few comments updated to be put into the group. This will add a link on the modules page. Since there are so many config options, everyone please feel free to update other variables in a similar way.
