Update SAS and Reaction Wheel behaviour for Service Module

Increase the Service Module and Avionics Ring Reaction Wheel torque from 5 to 15, and make the SAS feature standalone so that we're not dependent on piloting skill of Kerbals for a spacecraft using the SDHI SMS.

Full SAS features now available in a combined CSM craft, and Reaction Wheel response looks good.
