Summary

• teach craft-prompt to gather /goal contract inputs before drafting activation text
• document inline /goal conditions vs reviewable goal specs in goal-conditions.md
• add optional review-before-activating /goal candidate guidance to craft-handoff

Why

Long-running goals need a clearer contract than a normal prompt: outcome, evidence, constraints, non-goals, scope, budget, and blocked-stop behavior. This keeps /goal useful without making every handoff auto-run a long autonomous loop.
