Add a partition flash util for flashing TWRP

when flashing twrp the chained vbmeta was broken causing boot fail as corrupt vbh/bootstate
so we build a flash util to port official vbmeta to your image
as some twrp builds may not properly work with locked tee state causing data lost, so you need backup before flashing or use tested versions

usage: open the exe in the package and follow instuctions

使用方法
解压下载的包。
运行包内的 .exe 可执行文件。
按照屏幕上的提示完成分区刷入。
