feat: add system-level installation support for root/Administrator

  • install.sh: detect root (uid=0) and use /opt/wenget/app + /usr/local/bin
  • install.ps1: detect Administrator and use %ProgramW6432%\wenget + system PATH

  • Refactored bucket management and core paths
