Dean — great spot, and thanks for flagging this. You're not missing anything obvious in the UI — there are real prerequisites that get tripped up. The Enterprise Brand Manager policy isn't in the M365 Apps Admin Center menu itself — it's configured over at config.office.com (Microsoft 365 Apps Admin Center → Customisation), but it only surfaces once a few prerequisites are in place:

I can find any way to configure the enterprise brand manager policy in the M365 Apps Admin Center, is that feature still in private preview?
