It is not clear that "without" applies to both hardware and internet connections. It seems like the sentence refers to people that do indeed have good internet connections.

I personally think it read better before. Maybe it'd help to just change "or" to "and"? I.e. "people without powerful hardware and good internet connections." |

This change seems fine, but I'm going to go ahead and close since there's a merge conflict that can't be resolved in the github UI and this change really needs to be made in the new repository |
