Usernames should be limited in characters #12

They should only be allowed to match:
[0-9a-z][0-9a-z_]?[0-9a-z], with a minimum length of 4 characters (debatable).Also, after this change we should also change the URL for usernames to e.g.
/~alanfor usernamealanbecause UNIX standards are awesome and I never cared for the extra slash in/u/alan.
