Use parameterWithMeta to get parameter data in <ParameterRow>

Description

Modifies <ParameterRow> to send a value prop to <JsonSchemaForm> based on merged definition + metadata.

Motivation and Context

Fixes #4269.

Manually tested; added an integration test.
