This PR adds some general software engineering advice for new teams, as well as a Hackathon Management 101 guide to keep the tech team in the loop for what needs to be accomplished for SwampHacks. The organizers should also know this info, and them reading this documentation may give them some insight on the tech team's perspective of managing the hackathon.
