Bound event draining and manager aggregation so hot probes cannot monopolize runtime polling. Throttle CLI script output with suppression reporting and preserve over-limit parsed events for the next batch instead of dropping them.
Add a per-CPU eBPF counter map for output helper failures and increment it when ringbuf or perf output helpers return an error. Expose the counter through the loader and trace manager, report per-trace deltas in CLI, and surface TUI warnings in both the command panel and eBPF output panel. Treat PerfEventArray residual bytes after EndInstruction as perf record framing/alignment to avoid warning spam. Fixes #171
