Merge `swc_cli` into `swc-core.node`

Currently @swc/core ships two copies of the SWC code, and it's too much. We can add napi function like run_cli and merge swc_cli crate (in ./bindings/swc_cli) into bindings/bindings_core_node (in the main SWC reposiotry)
