This is an internal function needed to implement the backtrace
interface. Simply expose it on all platforms. This also makes the
interface build on Windows.

Well, I think that we can require Swift 5.4+ on Windows (SPM requires that).

This is an internal function needed to implement the backtrace
interface.  Simply expose it on all platforms.  This also makes the
interface build on Windows.
