`workspace/playgrounds` request

Description

Add a new workspace/playground request that will be tied to an experimental capability. This will build on #2339 and #2343 and will allow providing the full list of playgrounds in the workspace so we can show Playgrounds in the Project Panel of VSCode swiftlang/vscode-swift#1782
