Overview
Re-lands the changes from #694 which were reverted in #703 due to a CI conflict with #702 (toolchain bump).
The original commits by @wfltaylor are cherry-picked onto current
mainwith snapshots and generated bindings regenerated to account for changes that landed since (integer type expansion from #701, protocol exportable conformance from #699).Original PR: #694
