Update DIV 1-1 and DIV 7 workbooks to use grid_cons_fix batch#185

DIV 1-1 (build_RIE_1_5_DIV_1_1_workbook.py): load ground-truth kWh from billing_kwh_annual.parquet instead of back-deriving from bills, use tariff-based fixed charge ($10.01/mo) instead of revenue-identity derivation, add bill-reconstruction and revenue-identity verification. DIV 7 (build_RIE_1_11_DIV_7_workbook.py): point kWh path to the grid_cons_fix batch run directory instead of the old kwh_export_v2 batch. Co-authored-by: Cursor <cursoragent@cursor.com>
