[Elephant3] Signature schema refactoring #253
Description
Based on the latest confirmation from the Core devs. We should be able to use NetworkType to identify signature schema.
- Public(Test) => Keccak
- Mijin(Test) => SHA3
- Reverse privateKey is not required anymore.
