[codi-rs] Production readiness remediation tracker

Objective

Track the production-readiness remediation work for codi-rs.

laynepenney/codi-rs currently has issues disabled, so this tracker lives in laynepenney/codi.

P0 (must complete before launch)

• Fix test reproducibility blocker (insta snapshot dependency/config)
• Fix/stabilize IPC transport failing tests (test_read_failure and related paths)
• Add CI matrix for Linux/macOS/Windows (build/test/fmt/clippy)
• Correct production readiness/security/changelog doc inconsistencies

P1 (quality hardening)

• Enforce final clippy policy in CI
• Add error-path and Windows-focused regression tests
• Add dependency/security audit in CI

P2 (release operations)

• Add release workflow (tag validation + artifact publishing)
• Add rollback/support/incident docs
• Run one dry-run release then one production release
