maxConcurrentWrites default value is 16 instead of 2 as documented #959

What happened?

On a new installation, I think starting with V2.0.4, config.xml contains
<maxConcurrentWrites>16</maxConcurrentWrites>

The documentation says the default is 2:
https://docs.syncthing.net/users/config.html#config-option-options.setlowpriority
maxConcurrentWrites
Maximum number of concurrent write operations while syncing. Increasing this might increase or decrease disk performance, depending on the underlying storage. Default is 2.
