This PR updates the readme file to make it clear this is not the repo for the Bitkit app from the app stores.

• Add Github PR template
• Switch to rust vss staging server

Yeah, let's add it later, most of our public repos don't have it. To avoid confusion with the repo of the Bitkit app it might be even better not to have issue templates yet 🙃
