Purpose of this PR
Add ability to separate emissions and removal markets by explicitly prescribing quantity targets for 2050.
For this to work you need to set:
cm_iterative_target_adj = 13
c_target2050co2 = Global gross CO2 emissions in 2050 in GtCO2/yr including land-use change. Recommended 4-8 GtCO2
c_target2050cdr = Total novel CDR in 2050 in GtCO2/yr. Recommended 4-8 GtCO2. Same as c_target2050co2 for net-neutrality
c_target2050cdrEUR = European total novel CDR in GtCO2/yr. Recommended 0.1(??)-0.5 GtCO2/yr. respective allowed residual GHG emissions will be given accordingly. Maybe 100 Mt are not feasible.
