This PR adds a CLI package for generating Kysely type definition code for TailorDB.
Previously, this was done by downloading a bundled script and explicitly running
tailorctl workspace function test-run.The new CLI wraps these steps, allowing you to generate code with a simple
kysely-tailordb-codegencommand.
