Major update to node and bumps Tailscale to 1.36.0

Thank you for the pull request. We are delaying updating the Docker Desktop Extension until Docker Desktop 4.17 for Windows is released, to fix #49. Releasing a Tailscale update right now would annoy Windows users as it still wouldn't function. We're expecting this in early February. |

@DentonGentry 4.17 released a few days ago. Is this safe to merge now or did 4.17 not fix Tailscale’s issue? |
