Thank you for contributing this :> I have added some documentation and split the switch vlan id and the vm vlan id. This way we can support switches that make use of trunking and vms that belong to particular vlans. This should be good for multi tenant scenarios. |

Added StepConfigureVlan to builder.
Modified StepConfigureVlan to return multistep.ActionContinue if VlanID is not set.
Tested on our Windows Server 2012R2
