Windows are not properly focused

When selecting an already-open solution it will bring its window to the front but not keep focus. esc or alt-tab is needed to re-focus the window. If the already-open solution's window is on a separate desktop, it should switch to that desktop and focus the window. This functionality worked with the old PowerToys Run version.

Tested with VSCode Insiders.

With that setting enabled it doesn't seem to do anything. It's not launching new instances of VS Code (Insiders) or switching focus to already open instances.
