Added 'release_limit_policy' option to all drivers to control the behavior when a task reached the release_limit: 'release_limit_policy = nil' or 'release_limit_policy = DELETE' - the task is deleted. 'release_limit_policy = DLQ' - the task is moved to the dead letter queue. Closes #9
