Matches taskweft/nif's and taskweft/plans' "tasks" -> "todo_list" rename
and the new {"goal": [...]} todo_list item (replacing the old top-level
array-form "goals" key). Documentation/prompt strings only — no behavior
change here (the JSON is opaque to this repo either way; Loader.validate
in taskweft/taskweft is what actually enforces shape).
