Top movers page and misc fixes

• Adds a page displaying a data grid of the files with the most lines changed for the selected period of time. Also sortable by additions or deletions
• Enforce lint on PR
• Add dependabot.yml for dependency update scanning
• Fix Git subprocesses causing command lines to be briefly opened on Windows
• Ensure version is created and passed into the build for Windows in release pipeline
• Add icons for executable icons and in the header within the app
