Motivating examples will not work unless the Headers implements Symbol.matcher.
And that implementation is outside the scope of this proposal.

I think the example needs to be modified or at least supplemented.

It’s something the web would decide as part of implementing the proposal, and it seems pretty likely almost every builtin would end up implementing the protocol.

Yup, as Headers is just a light wrapper around a k/v store, exposing it to matchers as an object is a pretty obvious behavior that we can lean on for the sake of an example. This isn't runnable code, it's an illustrative example showing how it could be used.
