Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [jest](https://github.com/facebook/jest/tree/HEAD/packages/jest). These dependencies need to be updated together. おちてるの見ちゃったのでupdateしました。
コンフィグがふるくなってんのかーと jest の update した dependabot 見ておもったんですが、babel-jest がおいついてないだけでした。
