Phone code is not sent for specific countries

Hi

Sometimes phone numbers from specific countries (e.g. Russia, Belarus) that use my application cannot get phone code when it is requested. Meanwhile phone numbers from another countries (e.g. Egypt or Poland) can get phone code successfully at the same time.
Tried to experiment with it in tdlib example application that is distributed within repository - same result.
Then some time passes, all numbers can authorize successfully using the phone code.

Why is it possible? How to workaround this at the client side?

This behavior is up to the server. It decides who and how receives codes and clients can't affect this.

Strange that there's no error or something like this - just silence. Currently I'm testing with code from tdlib example - it is now started responding with (yesterday wasn't):

message = "API_ID_PUBLISHED_FLOOD"
}
But in case of my app there is nothing returned from the server side: like it is expected the code to be sent, but it is not so - it never arrives to some clients.
