Codelist and Codelist value as standalone classes

• Create classes Codelist Value and Codelist and all codelist attrributes redirect to codelist value.

Codelist value has following attributes and relations:

• iri
• label
• relation to codelist

Codelist has:

• iri
• label

• To annotation of relations add specification of codelist for specific cases.
• Test what happens if you add codelist and its IRI in structural editor of Dataspecer.

codelists are standalone classes, with two separate cases:

1. class is profile of something that is already a codelist value in upper level vocabulary (e.g. DCAT-AP)
2. class is profile of skos:concept.
