New Proposals API

ProposeQuorum(uint val, uint groupid)

Propose a new quorum:

• 0 < val < 10
• groupid: the group id of the proposal

getQuorumProposals(uint groupid)

read, returns:

• uint proposalId
• address proposer
• uint votes
• bool voted
• uint timestamp
• uint quorum

now you can use instance to call the contract methods.
