The default GITHUB_TOKEN has restricted permissions on fork PRs and cannot post comments. Use CHATOPS_TOKEN instead, similar to the fix applied in tektoncd/pipeline. Signed-off-by: Vincent Demeester <vincent@sbr.pm>
