register flag disable-ha

Changes

As a part of https://github.com/tektoncd/operator/pull/2616/files#diff-28f2bf64aea242a8c408d3d0a094ae96a7ca53fdece28e12432caff122df8722, we are introducing statefulset feature for results watcher. we are having the common performance properties to be used by all components and have disable-ha supported by results watcher as well. We would need to register the flag here.
