Update failed and didn't start up. What happened? Is there a way to roll back? By the way, I'm using the portable version.

Steps to reproduce

1. Wait for the automatic update to finish
2. Click "Update Telegram" afterward
3. Wait for the update to finish
4. If it fails to restart automatically, try to start Telegram manually

Expected behaviour

The Telegram should restart itself after "Update Telegram" is pressed and be able to start later.
The executable and updater should change to a new modified date.

Actual behaviour

The Telegram did not restart itself after "Update Telegram" even 3 minutes later, unable to be opened at all.
The executable and updater did not change to a new modified date.
The log right before the update from 5.13.1 says this in its last two lines:

I didn't even get an error dialog box.
