Download proxyConfig via proxy

Hi!
It would be nice if teleproxy could download https://core.telegram.org/getProxyConfig via some other proxy.

In my case connections to core.telegram.org fail most of the time.
After updating file manually Telegram clients work perfectly fine.

As a workaround right now I use bash script to download configs and restart docker container.

Just a regular curl with '-x' option
