Fix docs build warnings

Summary

• fix broken doc anchors across Cloud, encyclopedia, and worker-versioning pages
• remove control characters from the OpenMetrics migration guide that triggered SSG minifier warnings
• update LLM doc generation config and Browserslist data so the build no longer emits those warnings

Verification

• yarn build

Notes

• this intentionally leaves the existing untracked-file update-date warning alone
• this also leaves the current Rspack lazyBarrel deprecation warning untouched for now because it may be functional
