What was changed

Bump the temporal-serviceclient/src/main/protocloud submodule from v0.12.0v0.14.0.

Why?

Bring the Java SDK's Cloud Operations API stubs in line with the latest temporalio/api-cloud release so users can configure fairness, replicas, and the new custom-roles RBAC surface from Java.

Updates generated Cloud Operations API protos/stubs via a submodule bump, which can change client method signatures and request/response shapes for Cloud integrations.

Overview
Bumps the temporal-serviceclient/src/main/protocloud submodule from v0.12.0 to v0.14.0, updating the Java SDK’s Temporal Cloud Operations API proto definitions/stubs.

This brings in newer Cloud API surfaces (e.g., fairness/replica configuration and custom-roles RBAC), so downstream code may need to adapt to updated generated types and RPCs.
