* When performing workflow reset & terminating current workflow, one unnecessary create history tree API is called, this PR remove the redundant call to improve performance

When performing workflow reset & terminating current workflow, one unnecessary create history tree API is called, this PR remove the redundant call to improve performance.

Performance improvement, solve #818.
