Tensorflow 2.16 support

Hi Tensorflow I/O team, can we please have a Tensorflow I/O release that is compatible with Tensorflow 2.16.1 ?

https://github.com/tensorflow/io#tensorflow-version-compatibility doesn't list compatibility with Tensorflow 2.16.1. The latest tfio version 0.36.0 doesn't seem to be compatible and raises missing 'libtensorflow_io.so' in path.
