Using tf 1.13.rc0, python 2.7.12 on docker image, 16GB ram 4 core.

Im trying to retrain facessd_mobilenet_v2_quantized_320x320_open_image_v4 model but im having problems with the config file https://github.com/tensorflow/models/blob/master/research/object_detection/samples/configs/facessd_mobilenet_v2_quantized_320x320_open_image_v4.config
