Discussions were going on here quantumlib/qsim#63 that led me to want to fix the biasing from just padding with the last sample to padding with the most likely bitstring sample. Seeing a few more bitstrings of the most likely outcome is much better than seeing a few more bitstrings that might have zero possible outcome.
