A small update to improve the setup.py structure and various package informations.
This should make the package easier to maintain.

Changelog:

  • Numerous information moved from setup.py to tensorlayer/init.py
  • A copy of Readme.md has been added in restructured for PyPI.
  • Package Requirements have been moved to file: "requirements.txt"
  • New package information added to setup.py
