This PR upgrades serial_test from 2.0.0 to 3.2.0, which is a major version bump with potential breaking changes. I've added serial_test 3.0+ to the dependabot ignore list to prevent automatic updates that could break CI. A future upgrade will require manual review and testing. Closing for now.
