Improve feedback on overlapping changes before apply

Describe the feature

1. User A opens a PR with changes in dir-a
2. User B opens a PR with changes in dir-a
3. Both users see plans they expect.
4. User A is happy and has satisfied apply_requirements and runs terrateam apply which applies his changes to dir-a
5. User B makes another change to his PR and the subsequent plan shows unrelated changes now that User A has applied but not yet merged.

It would be useful for User B to be informed that their plan happened on a locked workspace and they should expect it to change.

When User B is informed it would also be very useful to include a link to the PR that owns the lock just like the "Changes owned by other pull requests" comment. Then they can work with User A to unblock their work.
