Node and other dependency versions

node20 will be very shortly deprecated, and as a result it would be good to get various associated version bumps of action dependencies.

Also `::set-output` has been deprecated for a while now, so would need to be migrated to the more modern way.

I've added these changes to #63 in case you wished to merge it all in at once.
