Kept hashicorp/vault on 1.21.4 for now.

hashicorp/vault:2.0.0 currently has an upstream Docker image regression where the container can fail at startup with unable to set CAP_SETFCAP effective capability: Operation not permitted.

Upstream tracking issue: hashicorp/vault#31919
Older related issue in the archived Docker image repo: hashicorp/docker-vault#137

HashiCorp has acknowledged the regression and says a fix is in progress, so this PR now leaves Vault pinned until upstream ships that fix.
