Coordinating open PRs into han-v5.0.0-alpha-1

@taminomara - i wanted to open a discussion here so we can coordinate all the open PRs that you've put together, and get them all merged into the han-v5.0.0-alpha-1 branch.

if you haven't seen it yet, take a look at #130 - the PR for Han v5, Alpha 1. there's a significant number of changes that are happening in that branch, and i've been test driving it for several weeks now. I'm hoping to get some additional work into it, to reduce token cost and optimize a few things.

more importantly, though, i know i've been getting really far behind in merging PRs because of this branch. so i wanted to see what we can do to help move things along, getting your PRs merged in and ensuring the Han v5 branch is up to date with them as well.

for cross-reference purposes, here's the list that needs to be merged in:

• Bump the "dev-tooling" group with 2 updates across multiple ecosystems #125
• chore(lint): make Markdown Prettier-safe and re-enable it (stage one: no line wrapping) #129
• chore(test): discover Bats tests repo-wide, not just test/ #132
• feat(code-review, test-planning): detect the diff base across multiple remotes and git-flow #151

consolidate what makes sense, for a single PR. but individual PRs are sometimes easier to deal with, too. i'll leave it up to you to figure that out

Rebased and changed base for #129, #132, and #151; they're ready to be merged into v5 branch.

I don't have push access to re-point #125 so I've created #154. Keep #125 open until v5 merges to main, otherwise dependabot will keep recreating it.

Note on #132: this PR enables running tests on all .bats files in the repo, not only in test/. The idea is to put test files beside their shell scripts so that they're easier to find. If you agree with such layout, merge this PR, and I'll send another one that moves test files.
